It was thought that the opium was coming from Nagasaki, but it turns out that it was reaching Edo through smuggling purchased from foreign ships. However, Nagasaki magistrate Toyama Saemon-no-jo is powerless to do anything about it, and his only hope is his own son, Kinshiro...
